Can I mix a quart of semi-gloss latex paint with a crafter's acrylic paint to tint the semi-gloss?

you can only if you are mixing very small quantity as in painting a chipped paint. Latex house paint are too opaque and you will need more than just crafter's acrylic paint to tint it, instead you will need Acrycolor, or water based tinting color. Remind you not to use Tinting Color for Oil Paints...as you know water and oil do not mix.
